What is the Sebert factor and how do I find out what it is?

The term "Sebert Factor" doesn't actually appear, so I may be wrong, but I think it's about friction between bullet jacket and bore surface, and it's effect on barrel wear and muzzle velocity.

I've only skimmed through the article, it requires a couple of hours study to get the best out of it, and there's some heavy equations...
