Redfox
I would look for a s/h one such as the Swarovski as you will get much better value for money that way. I bought a straight pull swaro for around that figure that had hardly been used. I have a tasco 20-60 which is perfectly ok up to a couple of hundred yds but not much use beyond that. redfox

Ronin
I have a Minox MD50 it is useful out to 600mtrs (one can spot 6.5mm holes on paper at that distance through it anyway) Lens clarity is good. Waterproof and with a 30 power zoom, and a small carry bag too. Light and compact enough for carrying whilst walking too if the mood suits. Cost was less than £200 if I recall. Had I more available I would have bought a Swarowski or Zeiss, but that would be beyond the budget brief.
