This is a recurring question, the basic answer is as per MrC, brass, bullets, etc. are a controlled item. You will see lots of 'well I've ways brought things back' - yada-yada but what you get away with as opposed to what is legal are two different matters.

 

Here is the DDTC response to exactly your question, hope it clarifies?:

 

Yes, an export license is required for ammunition and for the components, brass, powder, bullets and primers.

Only a US person registered with DDTC as an exporter can apply for the license.
