If all you are going to hit it with is rimfire, just get a sheet of 6mm Hardox and hang it so it faces down slightly. A 2' x 3' sheet would probably cost £25/30 if you go to Pegasus in Andover. Get them to punch a hole in each of the top corners insert bolts in such a way that it makes the hanging point a little behind the plate so that it hangs facing down to avoid ricochet. Sorted :-) no expensive welding or bulky bags of aggregate with wooden frames and self healing membranes.

It will last until you decide to try it with centerfire ;-) and you can pack it away to stop the pikeys filching it.

I just push in a coloured drawing pin-the tree has natural rings already.Recycles as firewood too,near zero carbon footprint.

A series of spaced rubber backed old carpet tiles seems to work too,in a wooden box .

Likewise we use a roughly 3x1x1' section of greenheart for rimfire/centrefire. Works very well but probably weight close to 100kg - you need a vehicle to move it.
