Hang fires in WSM

After reading some of the answers in my last post regarding high pressures in necked up brass possibly by using too lite a load .I currently load 300WSM using 70 grain rl 19 which gives a smidge over 3000 fps and good accuracy. This is a load lifted straight from the hornady manual .No problems there. However i decided to load 130 hornady sp for fox.I had plenty of h414 on hand so again went back to the hornady manual worked up from minimum and eventually settled on 65 grain of 414 over a cci lrm primer .Got good accuracy ,but wasn't until i'd gone and loaded 100 bullets that it became apparant that every 10 shots or so i would get a hang fire. This is not in sub zero temps this happens all the time regardless of temp.Could this again be too lite a load? The load was generating 3250fps and stunning accuracy ,not including the hang fires.Any Thoughts?
