Loony Licensing Part 3

Hi All,

Just a few more examples of the superb firearms licensing system we admire and enjoy using. An acquaintance put his FAC and SGL in for renewal well before the expiry date in August. When he did not hear anything he enquired and was told that his renewal had been lost, it then transpired they had lost his entire firearms file with a record of over 60 disposals and variations. The licensing staff then embarked on a search through other records to try and establish the origin and destination of all items acquired, held and disposed of. Despite having several foreign hunts booked he has been forced to put all his guns into storage. When he enquired about a section 7 temporary permit he was firmly told that it was not in his interest. He has now been told he should get his licences back sometime in January.

If you have ever wondered why the wheels of firearm licensing grind slowly, the following example might clear things up. A shooting friend was called by his wife to say that his Firearms Enquiry Officer had arrived several hours early to discuss a variation. When asked if he could come back at the agreed time he replied that he did not have time to go back to his office, pick up other paperwork and see someone else. Surely he carried a day's paperwork in his car or could nip back to his office? Of course not, he didn't drive and relied on the bus! Hence he couldn't carry a lot of papers.

I sometimes get the impression that some police forces would rather not have to bother with Firearms Licensing as it distracts from 'proper policing' and the forces concerned cannot decide where licensing fits within their organisation. Some forces place their Licensing Depts. within Justice while others are part of Special Operations or Intelligence. One Home Counties force lodged their Licensing Dept. within Intelligence who then suggested that FEO's when making home visits could record car registrations of any vehicles present that were not registered to that address. This way Intelligence could build up a picture of the occupants contacts. To their credit, the Dept. involved refused citing the fact that they were already under funded and under staffed. Makes you think,

Absolutely correct - it's a distraction from pursuing criminals and generally keeping the peace, so it interferes with proper policing. But every time there is talk of firearms licencing being run by a dedicated civilian authority, ACPO etc scream blue murder because it's seen by them as a diminution of their authority, their power, their status. Of course, what they'd really like is to do away with gun ownership altogether - except for themselves and the criminal element of course, the latter being something beyond their control...

.... or of course a neccessary evil because without them they wouldn't have any power, status or even jobs!!!
