Devon has many groups of almost semi-migrational reds....it just depends on if you meet a group or not. I just hope your not paying good money for your stalking, like people do up north? Since we could really do without the commercialisation of our red herds I have since found out a well paying group of 'northerners' were responsible for the massacre of over 60 reds in 3 weeks, next to one of my shoots 2 years ago. People down here on the whole are not used to managing deer like up country and if money is introduced, it is my experience that sustainability goes out the window The difference down here is that any particular landowner will normally only have a relatively small pocket of land. The result is the Reds (and not more location fixed roe) can go on half a dozen different landowners land in a single day. Then if on each bit of land someone is paying to expect to shoot a red, the herd is quickly lost. Personally I've watched three different herds (one which was the largest south of Exmoor) be shot to almost extinction by people paying (and in return rightfully expecting to shoot) a red or two. Wheres my stalking costs me nothing (bar the odd days work in return), but I'm under no pressure normally to shoot anything if a suitable cull animal isn't present.
